The hearing concerned the rights of an aggregate extraction and paving company to remove some aggregate from a natural area near Carnarvon for use in road building outside the area and the opposition of some local residents to this plan. The subject is examined against the backdrop of a discussion of historical transportation development in Haliburton and technology and speed as cultural symbols of progress viewed from bioregional theory. The emphasis is on how the technologies of speed and advanced transportation have acted to extract culture from its natural, human and ecological contexts.]]></dcterms:abstract>

<dcterms:abstract><![CDATA[This research report was conducted due to the increased demand for economic impact studies in order to further promote the development of trails. To do this, there is an increasing need to attach an economic value to recreational activities such as hiking, giving the activity an economic benefit resulting from the development of trails. There is a need to know about trail users and their expenditures in order to justify spending, and to further promote trails. This will assist in demonstrating the beneficial value of trails and the contribution to community economic development. This will be done by consulting existing economic impact studies and investigating other trail organizations to determine best methods for tracking and reporting on the economic impact of trail users. The study objectives are to provide a system on gathering information on the number of trail users, to determine trail user profile and the average money spent by trail users, and to determine the multiplier effect by estimating the economic benefits due to the existence and use of the trail users.]]></dcterms:abstract>

Dysart et al is one of two municipalities and two townships that make up the County of Haliburton. Dysart et al contains four settlement areas: Eagle Lake Hamlet, Harcourt Hamlet, West Guilford Hamlet and the Village of Haliburton. The need for site specific characteristics and development capacity was specified after the first phase of a three year study currently being conducted by the County was completed. The study sought to determine development potential based on a sustainable approach to the natural environment and maintaining a rural lifestyle in safe and liveable communities. It was determined that most commercial and industrial development will be contained within the Haliburton Village Urban Area and the Haliburton Village Service Area. <dcterms:abstract><![CDATA[This paper has been put together for the purpose of providing an understanding of the concept of ecosystem services, how ecosystems within Haliburton provide ecosystem services, and methods for the valuation of ecosystem services as well as the implications of applying current valuation methods. Ecosystem services can be a powerful tool for integrating environmental values into a language more compatible with that spoken by policy makers. However, a certain amount of caution should be used when viewing the numbers which come out of the valuation process as often the value of ecological functions is underestimated. Challenges to applying ecosystem service within Haliburton include: the lack of research on the ecosystem services within Haliburton County, and the poor transferability of service values from studies in other regions. If the Land Trust were to move forward with assessing ecosystem services or with facilitating their assessment with local government, a framework would need to be created in order to make the move effective.]]></dcterms:abstract>

Detailed analysis of the composition, diversity, abundance, and distribution of bird species is outlined. Following this, we identify those species present that are listed as ‘at risk’ at some level by either the Federal Government or the Government of Ontario. We then discuss potential infrastructure developments, centered on the creation of a network of nest boxes for several species. Included are guidelines and protocols for the monitoring and maintenance of this network. Finally, we look at ways to involve the community, and visitors of Abbey Gardens in the monitoring of bird populations, as well as several options for informational signage to be placed in key areas around the property.]]></dcterms:abstract>

<dcterms:abstract><![CDATA[The purpose of this project is to create a comprehensive inventory of cultural sites in Highlands East and map that information to make it more accessible to the public. The intention is also to provide an easy reference for staff and visitors to learn about the history of the municipality and to bring archival research to life in the form of a map. This material will be used as a basis for developing the cultural assets in the municipality for the development of tourism and economic growth. The project researches the Highlands East area and provides detailed information collected via archival research of tangible cultural sites and resources. The community will decide which sites it wishes to expand on in the second stage, again to strengthen the development of tourism and economic growth in Highlands East. This project is the first stage of a cultural mapping and inventory plan of the Municipality of Highlands East that will develop on the strengths of the community based upon cultural sites and local history. This project identified cultural sites in the municipality and includes a literature review about tourism development in rural areas. The inventory of sites includes brief historical information about the site coupled with cartographic information from Google Maps. Also included in the conclusions are recommendations for future development of the Highlands East cultural mapping projects and its outliers. Generations of families have lived in Highlands East. Older inhabitants of Highlands East carry stories that bring richness to the community. By combining cultural interests, adventure tourism interests, and eco-tourism development together, Highlands East can create a stronger community by reaching its full potential in tourism and economic growth. This second stage in the project is a move towards this goal. ]]></dcterms:abstract>

<dcterms:abstract><![CDATA[Many people argue that all recreation activities influence the environment whether they are mechanized or not. At Haliburton Forest, more than one leisure group frequently uses all trails within the forest. This makes it exceedingly difficult to assess the impacts created by each activity. The activities of off-road vehicles, especially the snowmobile purists, are now generating much publicity, most of it adverse. This report looks at the environmental impact of snowmobiling specifically with respect to noise levels and engine emissions. It also looks at the many cases of recreational conflict arising from clashes between recreations involving mechanized transport and those who practice the traditional non-mechanized pursuits.]]></dcterms:abstract>
