Abstract
A summary of the resource.
The Queen Elizabeth II Wildlands Provincial Park has reported over 15,500 metres of trails that have been degraded to some degree from prior all-terrain vehicle use. These trails have experienced soil erosion, with additional impacts potentially including soil compaction and declines in vegetative health. Proposed remediation strategies include mulching, tillage, planting native vegetation, decreasing trail traffic, and creating an invasive species management plan. The level of degradation on the trails was completed using visual analysis conducted by a park ranger, which overall lacks objectivity. Creating a more standardized classification system for the park is highly suggested, as well as a re-evaluation of trail degradation. Templates for trail assessments are included that can be adapted to the needs of the Queen Elizabeth II Wildlands Provincial Park, as well as some recommended strategies for trail remediation based on a literature analysis.

Abstract
A summary of the resource.
The Haliburton Highlands Health Services Foundation (HHHS) has developed a trail for the purpose of reflection and self-healing known as the Haliburton Highlands Tranquility Trail, located on the grounds of the facility. As an expansion project, a boardwalk extending over a wetland behind the hospital is being considered.

This paper presents background information on wetland ecology and preservation as a lead-in to looking at the important considerations behind the construction of such a boardwalk. These include location and design in terms of educational opportunities, accessibility, environmental impacts, physical feasibility, as well as government guidelines and costs related to the undertaking.

Abstract
A summary of the resource.
This paper takes a look at the demand for recreational trails linking this to bioregional theory and the sense of belonging or special significance that an individual may derive from a trail. The focus shifts to difficulties that commonly arise for landowners as trail development encroaches on privately-owned land and specifically, looks at a conflict in Stanhope Township evolving at the time of writing. A proposed hiking trail along the Boshkung River had raised issues and concerns, both pro and con, and these are outlined in the paper. The mandate and work of the Haliburton County Trails and Tours Network to develop a strategy for trail development is discussed and the Stanhope debate stands as an example of how important such integrated planning and management is in capitalizing on the unique mixture of land and water based resources in the County of Haliburton.

Abstract
A summary of the resource.
Tourism and recreation continue to grow in importance in Haliburton County and the development of a system of trails, both land and water, has become a major part of this incentive. This paper examines the state of prominent trails and trail associations in Haliburton County within the context of trail-related issues as identified in the Ontario Trails Council Final Report of 1977, concentrating on four of the seven issues of major concern; trail stability, occupier's liability, user compatibility, and trail maintenance and development funding. The history of the Haliburton Trails Network Strategy, being developed at the time of writing, is outlined with suggestions as to how some of these issues might be addressed in this strategy.

Abstract
A summary of the resource.
Many people argue that all recreation activities influence the environment whether they are mechanized or not. At Haliburton Forest, more than one leisure group frequently uses all trails within the forest. This makes it exceedingly difficult to assess the impacts created by each activity. The activities of off-road vehicles, especially the snowmobile purists, are now generating much publicity, most of it adverse. This report looks at the environmental impact of snowmobiling specifically with respect to noise levels and engine emissions. It also looks at the many cases of recreational conflict arising from clashes between recreations involving mechanized transport and those who practice the traditional non-mechanized pursuits.

Algonquin Highlands
Abstract
A summary of the resource.
This report seeks to record the community and council cooperation during the creation and maintenance of the James Cooper Lookout trail (JCL trail). The JCL trail was made possible via the positive partnership and cooperation between the Township of Algonquin Highlands, the Haliburton Highlands Trails and Tours Network (TTN), and local citizens. This evaluation examines the relationship between the Township and the TTN by documenting and analyzing its achievements as a model for recreational trail development. This evaluation is intended to serve as a model for successful trail development so that other Townships and Municipalities can follow it as a guide for the development of their own recreational hiking and walking trails. We aim to use the example of the JCL trail to show that partnerships between private landowners and public townships can function well, and that hiking and walking trails serve as successful and legitimate income generating investments.
Primarily, the case of the JCL trail shows that the presence of a strong and committed community based organization is vital to the successful creation of recreational trails. Without the support of local organizations, the construction, maintenance and upgrading of recreational trails is both economically and logistically impossible. Secondly, we found that a Town Council who recognizes and values the importance of trail development will be competent and capable to develop successful partnerships with community-based organizations. Town Councils must play the role of mediator between the volunteer base and the public in order to facilitate this cooperation. Thirdly, a community who recognizes the socio-economic benefits of developing recreational trails, especially those in areas that depend upon tourism and seasonally oriented activities, are more likely to house volunteers who are willing to donate their time and resources to community oriented activities, such as trail development and maintenance. Fourthly, landowners whose property is adjacent to public trails need to begin developing more flexible and cooperative attitudes with their local Town Councils. Private property owners have to start granting access to parts of their property to local Town Councils in order to foster the development of recreational trails for the community’s benefit. If not, communities will continue to experience the enclosure of common spaces that has become increasingly common.

Abstract
A summary of the resource.
This paper looks at the use of snowmobile trails and the resulting noise pollution within Haliburton Forest from the perspective of the effect on white tailed deer.

Beginning with a literature review of the effects of noise on ungulates, the paper moves to present a preliminary field study investigating techniques and feasibility of a study that would explore the effect of snowmobile noise on ungulates within the forest. The final section presents a proposal for a 2003-2004 study of snowmobile noise pollution on white tailed deer disturbance and movement within Haliburton Forest, describing methods, equipment and sampling notes.

Abstract
A summary of the resource.
By considering the history of a portion of the abandoned Victoria Railway between Kinmount and Haliburton Village, the author states his case that there is a connection between the railway line and Haliburton County's search for community development in a bioregional context. From a look at the historical events surrounding the building of the Victoria Railway in the 1870s to the tearing up of the tracks in 1983 and 1984, the author moves on to a discussion of the Rails-to-Trails movement in general, outlining potential benefits associated with such a conversion in Haliburton. Such an initiative is presented in the context of several qualities integral to bioregionalism: the principles of bioregional economies, the actualization of ecological principles through protected spaces, and the regeneration of culture and community.

Abstract
A summary of the resource.
This report is a draft strategic plan for management of Glebe Park. Glebe Park is comprised of approximately 150 acres including 10 kms of cross-country racing trails (used for other recreations in the off-season), and a sculpture trail. The purpose of this strategy and action plan is to provide guidance to the municipality, interest groups, and individuals to implement on-the-ground actions and resource protection measures relative to trail use in Glebe Park. The plan hopes to promote responsible trail use and consistent decision making, as well as highlighting the need for resources and volunteers to manage the trails.

An account of the resource
Paper discusses how to inventory a portage trail and maintain it; the ecological effects of motorized vehicles on portage routes; recommendations on how to mitigate this impact; legislative and political alternatives regarding public acess to private land.
Abstract
A summary of the resource.
The first part of this paper looks at how to inventory a portage trail. It takes in account many of the necessary elements to document when setting up an inventory of trails. It has also has several examples of possible checklist and inventory tables. As well, this report lists different types of trail maintenance required to make a portage trail safe and usable. Finally, it offers recommendations in the form of flow chart ideas to start an inventory and a possible inventory checklist.

The second section looks at the ecological effects of motorized vehicles on portage routes. It looks at impacts snowmobiles and all terrain Vehicles (ATV) have had on the land, water, and wildlife. Some areas of focus include erosion, sedimentation and compaction. This paper offers recommendations on how user groups can work together to try and mitigate the impact of motorized use on portage trails.

The third part of the paper will analyze the possible legislative and political alternatives for issues related to public access to private land. This part will examine the current legal structure in Ontario related to public access to private and two alternatives (one from Sweden and one from both Yukon and Alberta). This part also will discuss the potential of study in recreational activities in light of the issue.

Abstract
A summary of the resource.
The purpose of this research project was to ascertain and better understand the needs and desires of recreational off-highway vehicle users in regards to the potential development of an off-highway vehicle network in Haliburton Highlands East, Ontario. Through the creation of a market survey, distributed through the Ontario Federation of Trail Riders to its members and other off-highway vehicle enthusiasts and clubs, this research identified details encompassing the basic demographics of the enthusiast population including: age, gender, and location. The survey also sought to determine the riding abilities, travel habits and preferences of individuals regarding trail design, desired surrounding amenities and possible price points should the proposed pay-per-use off-highway vehicle park be constructed in Haliburton Highlands East. Two interviews with enthusiasts from the Motorcycle and Moped Industry Council/Canadian Off-Highway Vehicle Distributors Council (MMIC/COHVC) as well as the leading motocross race magazine MXP Magazine were conducted in order to determine the perspective of off-highway vehicle networks from professionals in the field. Our research suggests that there is a strong potential market of off-highway vehicle users and that there is the demand for an integrated trail system in Ontario, Canada.

Abstract
A summary of the resource.
This research report was conducted due to the increased demand for economic impact studies in order to further promote the development of trails. To do this, there is an increasing need to attach an economic value to recreational activities such as hiking, giving the activity an economic benefit resulting from the development of trails. There is a need to know about trail users and their expenditures in order to justify spending, and to further promote trails. This will assist in demonstrating the beneficial value of trails and the contribution to community economic development. This will be done by consulting existing economic impact studies and investigating other trail organizations to determine best methods for tracking and reporting on the economic impact of trail users. The study objectives are to provide a system on gathering information on the number of trail users, to determine trail user profile and the average money spent by trail users, and to determine the multiplier effect by estimating the economic benefits due to the existence and use of the trail users.

Abstract
A summary of the resource.
The Victoria Railway line from Lindsay to Haliburton was decommissioned as a rail line in the 1980s and began a new life as a recreational rail trail. Today’s Haliburton County rail trail spans 34 kms from Kinmount to Haliburton Village. This report discusses making improvements to the Rail Trail for environmental sustainability, health, tourism, and associated community development in Haliburton, while also documenting the ‘value’ the existing trail brings to the community. Some potential improvements include proper signage, improving the trail surfacing to be more accessible, as well as promoting the trail in the community and planning for a safe multi-use environment.
