Recreation & Tourism",,"This report seeks to record the community and council cooperation during the creation and maintenance of the James Cooper Lookout trail (JCL trail). The JCL trail was made possible via the positive partnership and cooperation between the Township of Algonquin Highlands, the Haliburton Highlands Trails and Tours Network (TTN), and local citizens. This evaluation examines the relationship between the Township and the TTN by documenting and analyzing its achievements as a model for recreational trail development. This evaluation is intended to serve as a model for successful trail development so that other Townships and Municipalities can follow it as a guide for the development of their own recreational hiking and walking trails. We aim to use the example of the JCL trail to show that partnerships between private landowners and public townships can function well, and that hiking and walking trails serve as successful and legitimate income generating investments.
Primarily, the case of the JCL trail shows that the presence of a strong and committed community based organization is vital to the successful creation of recreational trails. Without the support of local organizations, the construction, maintenance and upgrading of recreational trails is both economically and logistically impossible. Secondly, we found that a Town Council who recognizes and values the importance of trail development will be competent and capable to develop successful partnerships with community-based organizations. Town Councils must play the role of mediator between the volunteer base and the public in order to facilitate this cooperation. Thirdly, a community who recognizes the socio-economic benefits of developing recreational trails, especially those in areas that depend upon tourism and seasonally oriented activities, are more likely to house volunteers who are willing to donate their time and resources to community oriented activities, such as trail development and maintenance. Fourthly, landowners whose property is adjacent to public trails need to begin developing more flexible and cooperative attitudes with their local Town Councils. Private property owners have to start granting access to parts of their property to local Town Councils in order to foster the development of recreational trails for the community’s benefit. If not, communities will continue to experience the enclosure of common spaces that has become increasingly common. ","Report addresses concerns of staff at Haliburton Forest regarding the environmental impacts of snowmobiling.","Episodic acidification events have been found to occur in fresh water lakes throughout North-eastern Cananda and the United States. In Ontario specifically, these events occur north of the Precambrian Shields southern boundary in a region that contains the Haliburton Forest and Wildlife Reserve Ltd. The determination of timing of specific events is difficult because of the ubiquitous nature of the event itself. Modelling of hydrographs and the acid neutralizing capacity (ANC) of the surface water, is suggested by some researchers as a method of predicting timing and duration of these events.
The majority of policy created to deal with these episodic acidification events has been based on research concerning the deposition of anthropogenic sulfates and nitrates. However, this study suggests that point source emissions from snowmobiles can also contribute to sulfate concentrations in the snow pack that may elevate the intensity of the acidification events during the spring thaw. Critical loads were calculated for the study lakes in the Haliburton Forests and Wildlife Reserve Ltd. using the Steady-State Water Chemistry Model. From these calculations and the analysis of snow samples it was determined that current inputs of acidifying compounds have concentrations just below the critical limits for biota in the lakes. It is therefore suggested that the number of snowmobile trail passes sold per day remain at 100 and trails across lakes be limited where possible. It takes in account many of the necessary elements to document when setting up an inventory of trails. It has also has several examples of possible checklist and inventory tables. As well, this report lists different types of trail maintenance required to make a portage trail safe and usable. Finally, it offers recommendations in the form of flow chart ideas to start an inventory and a possible inventory checklist.
The second section looks at the ecological effects of motorized vehicles on portage routes. It looks at impacts snowmobiles and all terrain Vehicles (ATV) have had on the land, water, and wildlife. Some areas of focus include erosion, sedimentation and compaction. This paper offers recommendations on how user groups can work together to try and mitigate the impact of motorized use on portage trails.
The third part of the paper will analyze the possible legislative and political alternatives for issues related to public access to private land. This part will examine the current legal structure in Ontario related to public access to private and two alternatives (one from Sweden and one from both Yukon and Alberta). Tourism","Paper provides background information to aid in decision-making about the incorporation of art on local trails systems, and to help initiate a partnership between Haliburton Highlands Trails and Tours Network and the Arts Community.","As the primary host for this project, Haliburton Highlands Trails and Tours Network expressed interest in determining potential ways of incorporating art on trails in Haliburton County. As a result, this paper aims to provide general background information to help the program committee make informed, specific decisions regarding the incorporation of art on local trails systems and help initiate a partnership between Haliburton Highlands Trails and Tours Network and the Arts community. The primary question posed was, “What is the potential for incorporating art on trails in Haliburton County?” with the following sub-questions: What other communities have incorporated art on trails? What is the potential for having art on trails in Haliburton County in terms of pre-existing or potential attributes in the area? What are some of the potential benefits and challenges of having art on trails?
Research findings show that there are many communities that have incorporated art on trails and that it remains a more recent phenomenon for larger project scales. There also proves to be limited available resources and information surrounding the success and challenges that these communities have faced while initiating the projects. These trails have experienced soil erosion, with additional impacts potentially including soil compaction and declines in vegetative health. Proposed remediation strategies include mulching, tillage, planting native vegetation, decreasing trail traffic, and creating an invasive species management plan. The level of degradation on the trails was completed using visual analysis conducted by a park ranger, which overall lacks objectivity. Creating a more standardized classification system for the park is highly suggested, as well as a re-evaluation of trail degradation. To do this, there is an increasing need to attach an economic value to recreational activities such as hiking, giving the activity an economic benefit resulting from the development of trails. There is a need to know about trail users and their expenditures in order to justify spending, and to further promote trails. This will assist in demonstrating the beneficial value of trails and the contribution to community economic development. This will be done by consulting existing economic impact studies and investigating other trail organizations to determine best methods for tracking and reporting on the economic impact of trail users.
