The paper examines the governmental strategies for paper diversion from landfills in place at the time of writing within the context of the government document "Keeping Paper Out of Ontario Landfills: Progress and Action", published in 1993. Locally, the project moves to an assessment of the Fine Paper Recycling Program set up in Haliburton County. Using the initiatives of reduction, reuse, and recycling, the Ontario government set a goal of reducing waste by 50% by the year 2000. The work of the Waste Reduction Office of the Ministry of Environment and Energy during the early 1990s is outlined, pointing out the successes and barriers to the program. Building on these initiatives, Haliburton County began its own fine paper recycling program and the paper describes the background to this program, its implementation process, and suggests reasons for its eventual demise along with that of the Waste Management Department. The counties of Northumberland, Haliburton, Peterborough and Kawartha Lakes have expressed concerns about youth out migration. Each of the four counties had major regional differences with Haliburton being an exception in most cases. The causes of youth out migration were linked to factors such as lack of employment, post secondary education, and the relationship between the youth and their community. It was found that there was an abundance of services available to the youth that were being underutilized. When analyzing what entices youth to return to their community four common trends was found: attachment to family and community, availability of jobs in the community, financial situation and relationships. These findings are useful when creating strategies in sustaining and increasing the community’s population. In 1979, Steve Van Matre of the Institute for Earth Education (IEE), developed a curriculum titled Sunship Earth, a program based on the seven ecological principles that make up our world: energy, cycles, diversity, community, interrelationships, change, and adaptation. The program is dedicated to broadening an understanding of the place in which we live and this paper focuses on Camp Wanakita and its application of the ideas within its camping program. Wanakita is a Hamilton-Burlington YMCA camp located on Koshlong Lake and the role of the YMCA, its philosophy, and that of camping in general is described as a preface to the paper. The history behind the implementation of the Sunship Earth program at Wanakita in 1986 and its subsequent development is outlined along with an in-depth look at the principles of the program and the need for continuing relationships with schools in the community as the experiences of Sunship Earth become entrenched in the participants and make for better future citizens.
